Socio-Demographic Capacity Rankings

Socio-Demographic capacity reflects scores on four underlying indicators of resilience capacity: educational attainment, out of poverty, without disability and health-insured (see Sources and Notes for definitions and details). As the indicators imply, regions scoring highest on this dimension have high levels of college educated people and low levels of non-high school graduates, low proportions of the population with disabilities or living in poverty, and high proportions of people with health insurance (see RCI by Metro for underlying indicator scores). Metropolitan regions with high proportions of elderly residents often lack these capacities. Regions with high union membership, which are found most in the Northeast and Midwest metropolitan regions, often show strong capacity for health-insured populations. Ranking highest in Socio-Demographic capacity is Ames, IA, a region averaging 2.40 standard deviations above the metropolitan average, a level achieved by the region’s exceptionally high z-score for educational attainment, nearly 6 standard deviations above the mean. McAllen-Edinburg-Mission, TX is lowest ranked for this capacity dimension, averaging over 2.5 standard deviations below the metropolitan average. This ranking reflects the region’s very high levels of poverty and very low levels of population with health-insurance, attributes of low resilience capacity.
For reasons similar to those for highest-ranked Ames, IA, small and medium-sized regions predominated by a college or university tend to rank high in Socio-Demographic capacity. Rochester, MN, Boulder, CO, Lawrence, KS, Iowa City, IA, Ann Arbor, MI, Madison, WS and Corvallis, OR, each with remarkably high educational attainment and low levels of disability—a characteristic of young adults disproportionately inhabiting these regions—rank in the top ten for Socio-Demographic capacity. Notably, Socio-Demographic capacity is eroded in some university-dominated regions by the relatively high percentage of persons, including students, in poverty, a pattern exhibited in Gainesville, FL, Champaign-Urbana, IL, and Ithaca, NY.
As with other types of capacity, the four underlying indicators of Socio-Demographic capacity sometimes, but not always, move in lockstep. Uniformly high scores of each of the four indicators characterize the highest-ranked large metropolitan regions of Washington-Arlington-Alexandria, DC-VA-MD-WV, Boston-Cambridge-Quincy, MA-NH, and Minneapolis-St. Paul, MN. Uniformity in indicator scores, in this instance uniformly low, similarly characterizes San Antonio, TX, which at 290th rank is the lowest-ranked large metropolitan region for Socio-Demographic capacity. Other regions, in contrast, arrive at their Socio-Demographic capacity scores by a combination of high and low scores on underlying indicators. Las Vegas-Paradise, NV, which at rank 186 is near the middle for all metropolitan regions on this capacity dimension, has a mixture of scores well above the metropolitan average for population without a disability and out of poverty (z-scores of 1.21 and 0.69, respectively) and scores well below the metropolitan average for educational attainment and health-insured (z-scores of -0.59 and -1.57, respectively). Mixed Socio-Demographic capacity also marks the Los Angeles-Long Beach-Santa Ana, CA metropolitan region with low levels of disability and poverty balanced by low levels of educational attainment and health insured populations.
