RCI Ranking

The RCI ranks metropolitan regions by their overall resilience capacity z-score, a statistic of variance measured in standard deviations away from the metropolitan average (see FAQs for detailed explanation). The RCI then categorizes regions by quintile as having Very High, High, Medium, Low, or Very Low resilience capacity. The top-ranked metropolitan region is Rochester, MN, a region averaging 1.23 standard deviations above the all-metropolitan average in resilience capacity. Thirty-three of the top 40 metropolitan regions ranked by their RCI are in the Midwest or Northeast—with six of the top ten in the Midwest—while all 40 of the lowest ranked regions by RCI are in the South or West, patterns visualized and more fully described in RCI Map.

The RCI exhibits no strong patterns by metropolitan population size. Representatives of each category—small (<250,000 people), medium (250,000-1,000,000) and large (>1,000,000)—are found in each of the resilience capacity categories. Large metropolitan regions, for example, range from those with a Very High RCI, including Minneapolis-St. Paul, MN, Washington DC, Raleigh, NC and Boston, MA, and those with Very Low RCI, including Miami-Fort Lauderdale, FL, Riverside-San Bernardino, CA, Los Angeles-Long Beach, CA, and Houston, TX. The same pattern holds for medium and small metropolitan regions.
