Resilience in the Face of Foreclosures: Six Case Studies, by Roger Williams and Mark Weinheimer, with Todd Swanstrom and Dan Immergluck (National League of Cities, [pdf] October 2011).
This report examines how six cities are addressing the ongoing housing foreclosure crisis and specifically to explore methods for becoming a more resilient community, including:
- Leadership at the local and regional levels;
- Application of federal assistance through the Neighborhood Stabilization Program;
- Actions by nontraditional stakeholders;
- Coordination across city departments and across political boundaries;
- Leveraging and flexible reallocation of resources from the public, private and nonprofit sectors;
- Partnerships between local governments and financial institutions or mortgage servicers.
The report is joint effort of the National League of Cities and BRR and is based on the pioneering research on home mortgage foreclosures begun by BRR members Todd Swanstrom and Dan Immergluck in 2009.
